A fully integrated Resource Management System for the Police Service
In the past, Police Forces have had to heavily customise commercial HR systems to allow for the specific requirements of managing the Force. Cedar HR has invested millions of pounds in adding Policespecific functionality to Oracle’s proven human resources applications, so that Police Forces can at last acquire all the functionality they need without customisation. Because ORIGIN is standardised and can be used by many Forces (its predecessor NSPIS® HR is already used by half the UK Police Forces), this functionality is available at a fraction of the cost that Forces would incur if they developed their own solutions. ORIGIN pulls together the huge range of IT systems previously used by Forces for Resource Management into one integrated system including:
■ HR – an all-encompassing module managing recruitment to retirement for the entire Force. This includes specific developments for Personnel, Recruitment, Career Development, PDR, Occupational Health and Welfare.

Training – managing all stages of the training process from capture of training needs through to completion of the course. Skills are then made available across the Force in areas such as duty management to manage staffing levels effectively.

Health and Safety Reporting – with the prime objective being the safety of employees, this module records and reports accidents, incidents, disease and risk assessments.

Duty Management – developed specifically to manage the highly complex requirements of Duty Planning in the UK Police Service including Working Time Regulations, Annual Leave, Change of Duty notifications, Time Off in Lieu, Rest Days in Lieu, Flexitime, Overtime, Minimum Cover, Acting up, Operational Orders, Skills Profiles and Police Regulations.

Self Service – a wrapper around all of the above functionality that devolves access to key people data to all staff via the Force intranet. Intuitive design means no training is required and ensures that staff have access to their duties and training records while ensuring that other details held are also accurate.
ORIGIN is built on the Human Resources Management System, part of Oracle E-Business Suite. Oracle E-Business Suite is a fully integrated, comprehensive suite of optional business applications. ORIGIN provides the depth of Police-specific functionality for effective Resource Management combined with the breadth of optional Business Applications from Oracle E-Business Suite.
By storing data in a single Oracle Database, ORIGIN eliminates the costs and inaccuracies associated with data duplication. Data from ORIGIN is available to any other Oracle E-Business Suite application which the Force uses. That might include tools for managing payroll and expenses, financial applications and procurement applications. The data can also be provided to other Force-specific applications, such as Command and Control, as standard functionality. As well as enabling data to flow between systems within the Police Force, the standardised functionality will support closer cooperation between Forces. ORIGIN will readily support the formation of Strategic Forces and the Shared Service Centres that they may require to support them. Because it does not require customisation and is available from a Framework Agreement, ORIGIN can be procured and deployed efficiently, and begin delivering operational benefits quickly.

Secure, reliable and scalable infrastructure
Data for ORIGIN is stored in Oracle Database 10g, the world’s most secure and most popular relational database. Oracle Database 10g has unique security features that address privacy, regulatory compliance and data consolidation requirements. These include row-level security, fine grained auditing and transparent data encryption. Oracle Database 10g is the first relational database designed for Grid computing, where processors and servers are linked together to work as a single resource. This ensures that data is always available – should one server fail, another can immediately take over. This delivers the performance that Police Forces require and cuts the cost of downtime. Scalability is built-in, so that Police Authorities can choose ORIGIN today, confident that it will grow in line with their data requirements. ORIGIN is built on Oracle 10g Application Server, part of the Oracle Fusion Middleware family. Oracle Fusion Middleware is a comprehensive, open-standards based middleware platform that allows disparate applications to be integrated into the overall IT infrastructure and to share a common data repository.
